A Portsmouth family says the Western Tidewater Regional Jail should have done more to prevent a 29-year-old man's suicide.

Assistant Director of Engineering Bryan Stilley called the failure of the structure "a little bit of an oddity." He said city workers will string up a temporary metal wire between wooden poles to hang up the traffic signals and signs until a replacement can be built.

The family of a 19-year-old Navy sailor who died by suicide two years ago is suing the United States and Newport News Shipbuilding's parent company for $60 million.

Ronald Ivan Scott Jr., 35, of Florida, pleaded guilty in June to second-degree murder and related charges in the April 5, 2022, slaying of 23-year-old Joshua Emmanuel Owusu-Koramoah.
