Transportation officials have spent the past few years refining a system in which radio transmitters inside commuter buses talk directly to the traffic signals in the Salt Lake City area, requesting a few extra seconds of green when they approach.

Congestion on these so-called smart streets is already noticeably smoother, but it’s just a small preview of the high-tech upgrades that could be coming soon to roads across Utah and ultimately across the U.S.

Buoyed by a $20 million federal grant and an ambitious calling to “Connect the West,” the goal is to ensure every vehicle in Utah, as well as neighboring Colorado and Wyoming, can eventually communicate with one another and the roadside infrastructure about congestion, accidents, road hazards and weather conditions.

With that knowledge, drivers can instantly know they should take another route, bypassing the need for a human to manually send an alert to an electronic street sign or the mapping apps found on cellphones.

“A vehicle can tell us a lot about what’s going on in the roadway,” said Blaine Leonard, a transportation technology engineer at the Utah Department of Transportation. “Maybe it braked really hard, or the windshield wipers are on, or the wheels are slipping. The car anonymously broadcasts to us that blip of data 10 times a second, giving us a constant stream of information.”

When cars transmit information in real time to other cars and the various sensors posted along and above the road, the technology is known broadly as vehicle-to-everything, or V2X. Last month, the U.S. Department of Transportation unveiled a national blueprint for how state and local governments and private companies should deploy the various V2X projects already in the works to make sure everyone is on the same page.

The overarching objective is universal: dramatically curb roadway deaths and serious injuries, which have recently spiked to historic levels.

A 2016 analysis by the National Highway Traffic Safety Administration concluded V2X could help. Implementing just two of the earliest vehicle-to-everything applications nationwide would prevent 439,000 to 615,000 crashes and save 987 to 1,366 lives, its research found.

Dan Langenkamp has been lobbying for road safety improvements since his wife Sarah Langenkamp, a U.S. diplomat, was killed by a truck while biking in Maryland in 2022. Joining officials at the news conference announcing the vehicle-to-everything blueprint, Langenkamp urged governments across the U.S. to roll out the technology as widely and quickly as possible.

“How can we as government officials, as manufacturers, and just as Americans not push this technology forward as fast as we possibly can, knowing that we have the power to rescue ourselves from this disaster, this crisis on our roads,” he said.

Most of the public resistance has been about privacy. Although the V2X rollout plan commits to safeguarding personal information, some privacy advocates remain skeptical.

Critics say that while the system may not track specific vehicles, it can compile enough identifying characteristics — even something as seemingly innocuous as tire pressure levels — that it wouldn’t take too much work to figure out who is behind the wheel and where they are going.

“Once you get enough unique information, you can reasonably say the car that drives down this street at this time that has this particular weight class probably belongs to the mayor,” said Cliff Braun, associate director of technology, policy and research for the Electronic Frontier Foundation, which advocates for digital privacy.

The federal blueprint says the nation’s top 75 metropolitan areas should aspire to have at least 25% of their signalized intersections equipped with the technology by 2028, along with higher milestones in subsequent years. With its fast start, the Salt Lake City area already has surpassed 20%.

Of course, upgrading the signals is the relatively easy part. The most important data comes from the cars themselves. While most new ones have connected features, they don’t all work the same way.

Before embarking on the “Connect the West” plan, Utah officials tested what they call the nation’s first radio-based, connected vehicle technology, using only the data supplied by fleet vehicles such as buses and snow plows. One early pilot program upgraded the bus route on a busy stretch of Redwood Road, and it isn’t just the bus riders who have noticed a difference.

“Whatever they’re doing is working,” said Jenny Duenas, assistant director of nearby Panda Child Care, where 80 children between 6 weeks and 12 years old are enrolled. “We haven’t seen traffic for a while. We have to transport our kiddos out of here, so when it’s a lot freer, it’s a lot easier to get out of the daycare.”

Casey Brock, bus communications supervisor for the Utah Transit Authority, said most of the changes might not be noticeable to drivers. However, even shaving a few seconds off a bus route can dramatically reduce congestion while improving safety, he said.

“From a commuter standpoint it may be, ‘Oh, I had a good traffic day,’” Brock said. “They don’t have to know all the mechanisms going on behind the scenes.”

This summer, Michigan opened a 3-mile (4.8-kilometer) stretch of a connected and automated vehicle corridor planned for Interstate 94 between Ann Arbor and Detroit. The pilot project features digital infrastructure, including sensors and cameras installed on posts along the highway, that will help drivers prepare for traffic slowdowns by sending notifications about such things as debris and stalled vehicles.

Similar technology is being employed for a smart freight corridor around Austin, Texas, that aims to inform truck drivers of road conditions and eventually cater to self-driving trucks.

Darran Anderson, director of strategy and innovation at the Texas Department of Transportation, said officials hope the technology not only boosts the state’s massive freight industry but also helps reverse a troubling trend that has spanned more than two decades. The last day without a road fatality in Texas was Nov. 7, 2000.

Cavnue, a Washington, D.C.-based subsidiary of Alphabet’s Sidewalk Infrastructure partners, funded the Michigan project and was awarded a contract to develop the one in Texas. The company has set a goal of becoming an industry leader in smart roads technology.

Chris Armstrong, Cavnue’s vice president of product, calls V2X “a digital seatbelt for the car” but says it only works if cars and roadside infrastructure can communicate seamlessly with one another.

“Instead of speaking 50 different languages, overnight we’d like to all speak the same language,” he said.

Researchers are exploring ways to use features in modern cars, such as GPS, to make traffic safer and more efficient. Eventually, the upgrades could do away entirely with the red, yellow and green lights of today, ceding control to driverless cars.

Henry Liu, a civil engineering professor who is leading a study through the University of Michigan, said the rollout of a new traffic signal system could be a lot closer than people realize.

“The pace of artificial intelligence progress is very fast, and I think it’s coming,” he said.

Traffic lights haven’t changed much in the U.S. over the years. Cleveland debuted what is considered the first “municipal traffic control system” in 1914, historian Megan Kate Nelson wrote for Smithsonian Magazine. Powered by the electricity from the city’s trolley line, engineer James Hodge’s invention featured two lights: red and green, the colors long used by railroads. A police officer sitting in a booth on the sidewalk had to flip a switch to change the signal.

A few years later, Detroit police officer William Potts is credited with adding the yellow light, though as a city employee he couldn’t patent it. By 1930, Nelson wrote, all major American cities and many smaller ones had at least one electrical traffic signal.

The advent of connected and automated vehicles, though, has presented a world of new possibilities for traffic signals.

Among those reimagining traffic flows is a team at North Carolina State University led by Ali Hajbabaie, an associate engineering professor. Rather than doing away with today’s traffic signals, Hajbabaie suggests adding a fourth light, perhaps a white one, to indicate when there are enough autonomous vehicles on the road to take charge and lead the way.

“When we get to the intersection, we stop if it’s red and we go if it’s green,” said Hajbabaie, whose team used model cars small enough to hold. “But if the white light is active, you just follow the vehicle in front of you.”

Although Hajbabaie’s research refers to a “white phase” and possibly even a white light, the specific color isn’t important, he said. Current lights could even suffice, say, by modifying them to flash red and green simultaneously to signal that driverless cars are in charge. The key would be making sure that it’s universally adopted like the current signals are.

Using such an approach would be years away, as it would require 40% to 50% of vehicles on the road to be self-driving in order to work, Hajbabaie acknowledged.

Waymo spokesperson Sandy Karp pointed out that the self-driving car subsidiary of Google’s parent company launched a fully autonomous ride-sharing service in Los Angeles and Austin, Texas, even without the addition of a fourth traffic light.

“While it is good at this early stage of AV development that people are thinking creatively about how to facilitate the safe deployment of safe AVs, policymakers and infrastructure owners should be careful about jumping too soon on AV-specific investments that may turn out to be premature or even unnecessary,” Karp said in an email to The Associated Press.

University of Michigan researchers have taken a different approach. They conducted a pilot program in the Detroit suburb of Birmingham using insights from the speed and location data found in General Motors vehicles to alter the timing of that city’s traffic lights. The researchers recently landed a U.S. Department of Transportation grant under the bipartisan infrastructure law to test how to make the changes in real time.

Because the Michigan research deals with vehicles that have drivers, not fully autonomous ones, it could be much closer to wider implementation than what Hajbabaie is seeking.

Liu, who has been leading the Michigan research, said even with as little as 6% of the vehicles on Birmingham’s streets connected to the GM system, they provide enough data to adjust the timing of the traffic lights to smooth the flow.

The 34 traffic signals in Birmingham were chosen because, like more than half of the signals nationwide, they’re set to a fixed-time schedule without any cameras or sensors to monitor congestion. Liu said although there are higher-tech solutions to monitoring traffic, they require cities to make complex and expensive upgrades.

“The beauty of this is you don’t have to do anything to the infrastructure,” Liu said. “The data is not coming from the infrastructure. It’s coming from the car companies.”

Danielle Deneau, director of traffic safety at the Road Commission in Oakland County, Michigan, said the initial data in Birmingham only adjusted the timing of green lights by a few seconds, but it was still enough to reduce congestion. Even bigger changes could be in store under the new grant-funded research, which would automate the traffic lights in a yet-to-be announced location in the county.

Right turn on red? With pedestrian deaths rising, US cities are considering bans https://www.pilotonline.com/2023/11/06/right-turn-on-red-with-pedestrian-deaths-rising-us-cities-are-considering-bans/ Mon, 06 Nov 2023 12:40:38 +0000 https://www.pilotonline.com/?p=5795358&preview=true&preview_id=5795358 CHICAGO (AP) — Sophee Langerman was on her way to a bicycle safety rally in Chicago’s Lakeview neighborhood in June when a car turning right rolled through a red light and slammed into her bike, which she was walking off the curb and into the crosswalk.

The car was moving slowly enough that Langerman escaped serious injury, but the bicycle required extensive repairs. To Langerman, it’s another argument for ending a practice that almost all U.S. cities have embraced for decades: the legal prerogative for a driver to turn right after stopping at a red light.

A dramatic rise in accidents killing or injuring pedestrians and bicyclists has led to a myriad of policy and infrastructure changes, but moves to ban right on red have drawn some of the most intense sentiments on both sides.

Washington, D.C.’s City Council last year approved a right-on-red ban that takes effect in 2025. New Chicago Mayor Brandon Johnson’s transition plan called for “restricting right turns on red,” but his administration hasn’t provided specifics. The college town of Ann Arbor, Michigan, now prohibits right turns at red lights in the downtown area.

San Francisco leaders recently voted to urge their transportation agency to ban right on red across the city, and other major cities such as Los Angeles, Seattle and Denver have looked into bans as well.

“Drivers should not have the option to decide for themselves when they think it’s safe,” said Langerman, 26. “People are busy. People are distracted.”

But Jay Beeber, executive director for policy at the National Motorists Association, an advocacy organization for drivers, called it a “fallacy” to assume such blanket bans would make streets safer.

He cited an upcoming study by his association that analyzed California crash data from 2011-2019 and found that drivers turning right on red accounted for only about one pedestrian death and less than one bicyclist death statewide every two years.

“What’s really behind this movement is part of the agenda to make driving as miserable and as difficult as possible so people don’t drive so much,” Beeber said.

Safety advocates counter that official crash reports are often mislabeled, undercounting the dangers.

The United States is one of few major countries that generally allow right turns on red. Concerned that cars idling at stop lights could compound an energy crisis, the U.S. government warned states in the 1970s that they could risk some federal funding should cities prohibit right on red, except in specific, clearly marked areas. Although another energy-conscious provision capping speed limits at 55 mph has long been abandoned, right on red has endured.

“It’s an example of bad policy,” said Bill Schultheiss, director of engineering at Toole Design Group, which consults with public transportation agencies. “It made sense in the context of the gas crisis, but it was way oversold on what it would achieve. It’s a mandate that doesn’t consider the full consequences.”

Right on red has never been allowed across most of New York City, where large signs alert Manhattan’s visitors that the practice is prohibited there. But it was the default policy practically everywhere else in the U.S. until last year’s vote in the nation’s capital.

Safety advocates who pushed for the change in Washington, D.C., are bracing for blowback from drivers, particularly if the city also allows the so-called Idaho Stop in which cyclists are permitted to go through a red light after stopping to make sure the coast is clear.

“There are just some battles, in terms of public opinion, where you have to be content to sacrifice that for the safety of the people,” said Jonathan Kincade, communications coordinator at the Washington Area Bicyclists Association. “It doesn’t make sense to treat cars and bikes the same. They’re not the same vehicle, and we’ve seen the outcomes of that.”

Critics argue that banning right on red will not only inconvenience motorists but also slow down commuter buses and deliveries. The United Parcel Service hasn’t taken an official position on right on red but has long directed its drivers to avoid left turns whenever possible, viewing them as inefficient.

Priya Sarathy Jones, deputy executive director at the Fines and Fees Justice Center, is concerned penalties from right-on-red bans will fall disproportionately on lower-income drivers who have to drive to work because they can’t afford housing near public transit. If there’s more enforcement at red lights, more cameras are certain to follow, she said. And in the Chicago area, any discussion of red light policy often conjures up memories of the region’s vilified red-light camera program, which spurred bribery charges against public officials accused of trying to influence the high-profit contracts.

“It generates a lot of money for the city, instead of our decisions being driven by safety strategies backed by evidence,” she said, suggesting that road infrastructure improvements would be a much more effective way to reduce accidents.

There are no recent, nationwide studies of how many people are hurt or killed by right-turning drivers.

According to a national report by the Governors Highway Safety Association, more than 7,500 people walking were struck and killed by automobiles in 2022, the highest number since 1981. The spike, which included all accidents — not just those involving right turns on red, was attributed in part to an increase in larger vehicles such as SUVs and pickup trucks on the road.

The Insurance Institute for Highway Safety found that the odds a pedestrian would be killed when struck by an automobile turning right were 89% higher when the vehicle was a pickup and 63% higher when it was an SUV, due to larger blind spots and the deadlier force associated with heavier models.

“These big, blunt front hoods, they knock people down and run over them, as opposed to before when people would crumple onto the hood,” said Mike McGinn, a former Seattle mayor who is the executive director of America Walks, a national nonprofit that advocates for pedestrian-friendly neighborhoods.

Much of the research looking directly at the impact of right-on-red policies is years if not decades old, but both sides argue it’s still relevant.

The National Highway Traffic Safety Administration in a 1994 report to Congress looked at four years of crash data from Indiana, Maryland and Missouri and three years of data from Illinois, counting a combined 558 injury crashes and four fatalities stemming from right turns on red. Advocates of a ban point out that study came before the nation’s vehicle fleet grew much larger and more lethal.

But Beeber said the National Motorists Association study of California found that even when there was an accident associated with right turns on red, at least 96% of the injuries sustained by pedestrians or cyclists were minor.

“One injury or death is too many,” said Washington state Sen. John Lovick, the primary sponsor of a bill this year that would have prohibited right on red statewide near schools, parks and certain other locations. “If it were me at that intersection crossing, I would want something done.”

Lovick’s bill didn’t make it out of committee, but Seattle this year made it the default policy to prohibit right on red when new traffic signals are added.

Melinda Kasraie testified on behalf of Lovick’s bill at a legislative hearing, sharing her experience being struck by a car turning right on red in Seattle. She needed a total knee replacement, had to give up her 20-year job and moved to a small town in part due to her newfound fears of crossing the street.

“He just needed to wait 20 more seconds and he would have had a green light, and that 20 seconds made a big impact on me,” Kasraie said.

Federal grants will replace water tunnels beneath roads that are harmful to fish https://www.pilotonline.com/2023/08/17/federal-grants-will-replace-water-tunnels-beneath-roads-that-are-harmful-to-fish/ Thu, 17 Aug 2023 13:27:56 +0000 https://www.pilotonline.com/?p=5145649 The Biden administration on Wednesday announced nearly $200 million in federal infrastructure grants to upgrade tunnels that carry streams beneath roads but can be deadly to fish that get stuck trying to pass through.

Many of the narrow passages known as culverts, often made from metal pipes or concrete, were built in the 1950s and contribute to population declines of salmon and other fish that live in the ocean but return to freshwater streams to spawn.

By extension, fisheries — including tribal-run operations in the Pacific Northwest — have experienced losses they blame in part on such barriers as culverts and dams.

“We inherited a lot of structures that were built in a way that just did not properly contemplate the effect they were having on fish,” U.S. Transportation Secretary Pete Buttigieg said in an interview with The Associated Press. “You don’t have to be a fish enthusiast or ecologist to care about this. It’s very important for the livelihoods, economies and way of life in many parts of the country.”

Some of the 169 projects that make up the first batch in a $1 billion initiative being rolled out over five years under the 2021 Infrastructure Investment and Jobs Act would upgrade the culverts or replace them with bridges to allow water — and fish — to flow more freely.

The projects are divided among 59 tribal, state and local governments — with at least one found in 10 different states — and the administration estimates they’ll improve some 500 miles of streams vital to fish ecosystems.

The most-expensive project announced Wednesday is $25 million for Alaska to replace a dozen culvert sites on a major highway connecting Fairbanks and Anchorage with three new bridges and other fish-friendly structures. State officials say the funding will help protect five species of Pacific salmon that are considered vital to the region’s economy.

Mark Eisenman, a former fisheries biologist who now works as a planner with Alaska’s transportation department, called the grant funding critical because many of the culverts below the long Parks Highway are clogged with debris — blocking the channels for fish while heightening the threat of catastrophic flooding.

Seafood ranks second only to oil among Alaska’s biggest industries, Eisenman said, although the impact of salmon on the state goes beyond that.

“It’s incredibly important, not just for the commercial value but also the way of life for Alaskans,” Eisenman said. “A lot of us go down and get our salmon every year to fill our freezers to have that to eat the rest of the year.”

Eisenman said some of the Alaska culverts under the grant would be upgraded to steel plate aluminum and anchored with gravel and rocks to make sure the barriers aren’t too high — or that the water doesn’t flow too quickly — for salmon to be able to pass through.

Washington state, which has been working for years under a court order to improve fish crossings under state roads, is receiving $58 million in federal grant money — the most for any state in the first round of the culvert projects.

Tribal governments there won an injunction in 2013 prohibiting the construction of new culverts deemed to harm fish habitats and requiring state officials to accelerate the removal of existing ones. The U.S. Supreme Court later deadlocked on the case, 4-4, allowing the lower court order to stand.

As of June, Washington had removed 114 culvert barriers and helped clear 502 miles (808 kilometers) of blocked salmon and steelhead habitat, according to the state’s Department of Transportation.

U.S. Sen. Maria Cantwell, a Washington Democrat who chairs the Senate Committee on Commerce, Science, and Transportation, said the federal money will only add to that effort.

“Washingtonians are going to see more salmon coming back to rivers all across the Evergreen state,” Cantwell said in a news release.

While the most funding went to Washington and Alaska, Maine was next with $35 million. Four other East Coast states also received grants — Massachusetts, New Hampshire, Virginia and North Carolina — but for much smaller amounts.

Other Western states to receive money are California, Oregon and Idaho.

Jessica Helsley, director of government affairs for the Wild Salmon Center, which advocates for fish crossings including culvert removal, said the effort will be much stronger with the federal government’s financial backing.

“It creates a new unique dialogue that otherwise might have been a little slower to develop,” Helsley said. “It used to be you’d go talk to an infrastructure department and say, ‘I’m here to talk fish,’ and you’d get ignored. Well, now, thanks to Congress, you can say, ‘I’m here to talk fish, and I have money to work with.’”
